It is possible to get all the figures to exceed 10 by leveling up, finding all the bobbleheads, chemicals, and the right clothes. Although only bobbleheads will give infinite upgrades. I usually like to engage NPCs in conversations, I usually take multiple job routes wherever they are available and have them give me more information that can help other quests or lead to new ones. But some would prefer to focus on Luck, especially if they are focused on the combat aspect of the game play.
Outside of combat, Charisma is the only stat that will matter when it comes to negotiating with vendors. Since Agility affects how many Action Points can be used in VATS, it can be a good choice for those who find themselves frequently using the targeting system. Agility also affects a Sole Survivor's ability to sneak, so stealth builds will also want score at least three points in Agility to unlock the Sneak Perk.
It may be tempting to prioritize raising Intelligence to Fallout 4as statistics influence how much experience is gained from all sources, such as fighting quests. However, it is more beneficial to have low intelligence and take the five-point Idiot Savant Perk on Luck. Statistically, this Perk rewards much more XP than high intelligencewhich can be added later during play.
Intelligence is also a required stat to get the Hacker Perk. However, to begin with, it's easy to go with Nick Valentine who can even hack terminals up to Master level.
The last two stats are Strength and Perception, respectively it comes down to personal preference. Strength affects how much Sole Survivor can carry and melee damage, but it comes into its own when playing Survival Mode where previously weightless items now affect carrying capacity.
