Events in My hero academia Took a big turn when Himiko Toga consumed the blood of the deceased villain Jin Bubaigawara (twice), allowing her to not only transform into him, but also to use his quirk, creating a flood of doubles across the battlefield. However, Toga tries to create doubles of Shigaraki and others, and soon finds that she cannot use their quirks. So, what is this?
Back in Season 5, Episode 21, Toga’s Quirk underwent an Awakening, allowing her to not only take on the appearance of someone whose blood she consumed, but also use their Quirk. This was initially revealed when Toga transformed into Ochaco Uraraka, and used her Zero Gravity Quirk to levitate the attacking members of the Meta Liberation Army, then dropped them from a great height, killing them instantly.
However, in order to use someone’s Quirk while transforming into them, Toga had to meet some conditions first.
Toga needs to care deeply for someone to use their funny
Toga’s Quirk is dominated by her feelings
The most obvious of the conditions that Toga must meet is that she needs to know what this person’s quirk is and roughly how it works. Because of her fascination with Ochako, Toga knew how to use Zero Gravity already, so it wasn’t an issue. The other, more difficult condition is that Toga can only use the quirk of a person for whom she loves, or at least cares about deeply. Her obsession with Ochaco apparently qualified, allowing her to use zero gravity.
Toga also cared deeply for Jean, who was killed during the Paranormal Liberation War by Hawks. Because of this, and the sample of his blood she had, Toga was sure she would be able to use Jin’s Quirk if she transformed into him as well. This was true, and upon consuming the blood, Toga was able to create doubles with twice the appearance that were able to use his Quirk as well, leading to an exponential growth in the number of Toga-Twice clones, as each double would go On to double again.

Despite appearing twice, Toga’s doubles are actually doubles of her, with her personality, not Jean’s.. That means that the Toga doubles are also bound by the restrictions of Toga’s Quirk. While Jin can create doubles that are indistinguishable from the real thing, even able to use their Quirks, the doubles that Toga created are bound by her Quirk’s requirement that she feel deeply about the person she is copying in order to use their Quirk. Simply put, Toga didn’t feel as strongly about Dobi, Shigaraki and all for one as he did about Jin.

Toga’s clones could have ended the battle in an instant if they could use other quirks
Toga attempted to create doubles of Dobi, Shigaraki, and All for One, but the doubles found that they were unable to use the original Quirk, and were thus easily transported. Toga was a bit disturbed to find that she didn’t care strongly enough for her allies to use their quirks. however, If she had been able to use their quirks like Jean would have been able to, the battle would have been over in seconds. The battlefield would be flooded by duplicates of the powerful quirk users, burning and rotting everything in front of them.
Tsuyu Asui made this observation during the battle in season 7, episode 17, though Tsuyu didn’t know exactly why Toga couldn’t use their quirks. Toga is particularly horrified by the fact that, although she is still strong, her attempt at the Sad Man’s Parade could never be as deadly as Jin’s would have been, since he would have been able to create clones of Dobi, Shigaraki and all for One. Who could use their quirks. This led to the original Toga having something of a breakdown on the battlefield, making her easier for Ochako and Tsuyu to find.
The restriction on Toga’s Quirk is the only factor that kept her version of The Sad Man’s Parade from a worst-case scenario. If Toga had somehow found a love for Dobi or Shigaraki in her, and gained the ability to use their quirks, the heroes would have been severely outmatched, to the point where they would have been wiped out almost instantly. This emphasizes what a special relationship jean and toga has, making his My hero academia The death all the more tragic.
