Bernard finally gives Lukas access to Legacy in Silo episode 7 of season 2, which, to Lukas' surprise, ends up being much more fascinating than he imagined. Lukas' story took a dark turn towards Silo the final moments of Season 1, when Bernard punished him for not reporting his encounter with Juliette. Enraged by the betrayal, Bernard sent the IT employee to the mines in Silo final arc of season 1. However, in Silo In episode 6 of season 2, Lukas has the opportunity to redeem himself in Bernard's eyes when the head of IT asks him to decode Salvador Quinn's cryptic letter.
Despite having limited or no knowledge of cryptology, Lukas puts his thinking skills and curiosity on full display using the Caesar shift cipher in Silo episode 6 of season 2. Although the method doesn't work to the letter, his ability to solve problems convinces Bernard that he can become his shadow. Legacy contains a huge database of information from the past
In the original by Hugh Howey Silo books, Legacy is presented more like an encyclopedia that contains information on a multitude of topics. The show, however, seems to change that in an intriguing way by presenting Legacy as a huge database containing thousands of books and resources that can be used to research and learn about various aspects of the Silo and even the outside world. Bernard gives Lukas access to the Legacy, hoping he will use it to decipher Salvador Quinn's coded letter.
While the series hasn't revealed what's inside Solo's vault, he also appears to have permission to use the Legacy, which would explain how he knows so much about the world.
As Lukas is now his new shadow, Bernard also hopes that he will eventually put his thinking skills to good use and use the Legacy's resources to find a way to help him suppress the growing chaos in Silo 18. The Legacy and its access are kept hidden from the Silo people. Apparently, you can only use it after entering the Vault in Silo 18's IT. In Silo 17, Solo appears to have access to a similar vault. While the series hasn't revealed what's inside Solo's vault, he also appears to have permission to use the Legacy, which would explain how he knows so much about the world.

For example, Season 2 Episode 7 reveals that Lukas can ask Legacy questions, suggesting he is driven by some level of intelligence. When the Mechanics people launch their rocket at Silo In episode 7 of season 2, Legacy also announces that Silo 18 is experiencing a delta event, confirming that it was designed to identify a fixed set of algorithms and consequently respond to specific events in the Silo.
After Bernard poisoned Judge Meadows in Silo In the first few episodes of Season 2, he also asks if she has ever used a VR headset when she “sat down with the Legate.” The fact that Bernard almost anthropomorphizes Legacy suggests that it may be smarter than a regular algorithm-based dataset. It remains to be seen how Legacy, as a potential AI system, will tie into the show's overarching story .it's intriguing how Silo Season 2 has gradually revealed that its timeline is set hundreds of years in the future.

Bernard wants the Silo 18 people to remain naive
The fact that Bernard had to officially pledge Lukas as his shadow in Silo season 2 episode 6 to give him access to the Legacy suggests that according to the Silo Pact, not everyone can use the Legacy. The main reason behind this law is that Legacy contains sensitive information about Silo 18 and the outside world. Most ordinary citizens of the Silo would not be able to handle the truths contained in the Legacy because they are used to being in the dark.
Others could potentially become rebels because the Legacy's information would open their eyes to the exploitative nature of the Silo leadership. and the oppressive system they live under. As seen in SiloIn previous episodes, Judge Meadows serves as the perfect example of this. She was willing to become Bernard's shadow before gradually gaining access to more and more information about their world. Using Legacy, she also deciphered the message of Salvador Quinn's letter, which exposed her to the disturbing realities of her world and the purpose of the silos' creation.
