Bernard finally gives Lukas access to Legacy in Silo episode 7 of season 2, which, to Lukas' surprise, ends up being much more fascinating than he imagined. Lukas' story took a dark turn towards Silo the final moments of Season 1, when Bernard punished him for not reporting his encounter with Juliette. Enraged by the betrayal, Bernard sent the IT employee to the mines in Silo final arc of season 1. However, in Silo In episode 6 of season 2, Lukas has the opportunity to redeem himself in Bernard's eyes when the head of IT asks him to decode Salvador Quinn's cryptic letter.

As Lukas is now his new shadow, Bernard also hopes that he will eventually put his thinking skills to good use and use the Legacy's resources to find a way to help him suppress the growing chaos in Silo 18. The Legacy and its access are kept hidden from the Silo people. Apparently, you can only use it after entering the Vault in Silo 18's IT. In Silo 17, Solo appears to have access to a similar vault. The main reason behind this law is that Legacy contains sensitive information about Silo 18 and the outside world. Most ordinary citizens of the Silo would not be able to handle the truths contained in the Legacy because they are used to being in the dark.

Others could potentially become rebels because the Legacy's information would open their eyes to the exploitative nature of the Silo leadership. and the oppressive system they live under. As seen in SiloIn previous episodes, Judge Meadows serves as the perfect example of this. She was willing to become Bernard's shadow before gradually gaining access to more and more information about their world. Using Legacy, she also deciphered the message of Salvador Quinn's letter, which exposed her to the disturbing realities of her world and the purpose of the silos' creation.
