Hell Season 2 had an action-packed finale, with Min Hye-jin doing everything she could to rescue and protect Park Jung-ja, whose resurrection risked changing the world as much as her death. While Hell season 1 was about the world slowly accepting what Jung Jin-su was saying about the decrees as truth, season 2 of the supernatural K drama was about different groups trying to fill the void left by Jin-su's disappearance. Secretary Lee was working in the shadows to eradicate Arrowhead while weakening the New Trutha plan that involved Jung-ja's fate.
Kim Jeong-chil, who replaced Jin-su as president of New Truth, struck a deal with the government through Secretary Lee. He would use Park Jung-ja to launch a new belief system – one that would still be based on the ideas preached by Jin-su, but would frame Arrowhead's followers as non-believers. However, realizing that the New Truth was in the hands of someone incapable, Jin-su sided with Arrowhead and stormed the building during Jung-ja's speech to the world. Jung Jin-su turned into a monster
Jung Jin-su's resurrection in Hell was a major storyline in season 2, although most people didn't know that the former president of New Truth had died. In Hell Season 2, Episode 1, Before returning to the world of the living, Jin-su sees visions from the perspective of different people in different times and places. One of these visions was as if he was his mother's lover on the day she decided to abandon her son to run away with that man. Ji-su also had a vision in which he was about to be burned.

This is why the government wanted to create a slightly different belief system that would still be considered part of the New Truth, but that would alienate the Arrowhead, who seemed to be by far the most dangerous group. Secretary Lee believed that the key to doing this was Jung-ja, as his resurrection could be used as a starting point for a new religion. This is why Jung-ja's speech at the end of the Hell season two should be just as important. However, Secretary Lee finally decided that playing along with the New Truth was too dangerous.

Sung-jip believed that Jung-ja was too dangerous to keep alive
Sung-jip was a member of Sodo during Hell Season 2, but he previously worked for the government under Secretary Lee. Although he was against the New Truth, he also believed that Jung-ja was too dangerous a symbol to be kept alive. Once Secretary Lee changed her strategy and realized that it would be impossible to control the New Truth regardless of the circumstances, Sung-jip decided to kill Park Jung-ja. When Hye-jin asked why he tried to kill Jung-ja Sung-jip said that some group would eventually get to her and use her as a weapon.

Park Jung-ja is finally reuniting with her children
Park Jung-ja died in Hell season 1, episode 3, and returned in the final episode of the first season. As the first documented case of a resurrection in the world of Hell, Jung-ja has become the most important person in the world. All religious and political groups wanted to reach her, but most of them were not concerned about reuniting her with her children.
