After the Fourth Great Shinobi War, Naruto Uzumaki promised to create a better world for Konoha and everyone in the world. Although his wishes and actions may have helped him and the other villages live in peace, Chapter 14 Boruto: Two Blue Whirlwinds the manga may be hinting that Naruto’s work is not enough.
The appearance of the infamous village elders, Homura and Koharu, implies that the Hidden Leaf government remains as vicious and ruthless as ever. These two cruel characters still retain their enormous power, ruling with an iron fist and even daring to threaten the Hokage himself. This fact makes fans wonder how far Naruto’s desire to reform Konoha really went, and whether the Seventh Hokage’s struggles and sacrifices actually have a lasting impact or not.

Homura and Koharu are just as ruthless as they were in the original series.
In Chapter 14 Boruto: Two Blue Whirlwinds In the manga, Konohamaru interrogates the protagonist after he is captured by Konoha forces. While this is happening, Homura and Kohaku interrupt the interrogation several times to impose their authority on Naruto’s son, whom they consider a disrespectful traitor who killed his father. Despite Konohamaru and Shikamaru’s insistence that Boruto be treated with dignity, the elders continued to act hostilenever fearing the consequences of his actions. Their actions are unquestioned, reminding fans of their treacherous and often cruel behavior in the original series.
Homura, who was several times more aggressive than his fellow council member, went so far as to assure Boruto that he will not leave the room alive. “What we, the people of Konoha, must do will not change. Any hostile elements will be eliminated by all necessary means.These were the exact words that Homura used to intimidate Naruto’s son, showing that his ruthless and cold-blooded nature remains intact. Later in the chapter, when Mitsuku unexpectedly helps his former teammate escape, the elders rebuke Shikamaru for not executing Boruto.
Their strength seems to surpass that of the Hokage.despite the fact that they are not officially the leaders of the Hidden Leaf. In the past, Homura and Koharu have justified their terrible behavior by claiming that they only have Konoha’s best interests at heart. However, their hostility and desire to see Boruto dead at their feet tells a different story. The elders are still as manipulative and power-hungry as they were during Tsunade’s reign. Their non-existent change in behavior means they were never punished for their actions.

For many decades, Koharu and Homura served as members of the Hidden Leaf Council, ever since their former teammate Hiruzen, the third and most controversial Hokage, appointed them as such. While it was likely that Sarutobi did this in hopes that his comrades would help him build a better future, it quickly became apparent that they were not what Konoha needed. In almost all cases when they appear, the elders oppose the Hokage, sometimes even working behind his back to ensure their wishes are carried out.

During his time as the fifth leader of the Hidden Leaf, Tsunade tried to dislodge Homura and Koharu from their positions.seeing them as the main threat to the village. However, decades later Boruto: Two Blue Whirlwinds makes it clear that no further attempts were made to appoint new Council members. Naruto was informed of the danger these two men of power posed, as he had been the victim of their brutal behavior on more than one occasion. The elders still have as much, if not more, power than before, hinting at The seventh settles into his existence.
As long as Homura and Koharu remain in power, Konoha will never truly enter a new era of peace and progress. Their methods are outdated and rooted in the fear of a powerful enemy attacking the Hidden Leaf as in their youth. As long as they are allowed to remain in power, there will be no real change in Konoha. As a teenager, Naruto fought to change Konoha and the shinobi world for the better. However, his inaction against the disgusting elders sadly means that his convictions may not be as strong as he once believed.

Koharu and Homura could be the death of the Hidden Leaf
Their refusal to cooperate with Boruto could leave the village defenseless
Even after being interrogated and physically harmed by Konoha forces, Boruto was willing to share his knowledge of Jura and the Sentient God Trees with them. Even though most members of the Hidden Leaf government agree, this information could be a game-changer once the inevitable battle with the series’ main villain begins. Homura and Koharu did not share this sentiment, instead lamenting the missed opportunity to kill Boruto. They seem more interested in destroying Boruto than the sinister and powerful villain looming on the horizon.
The elders’ attitude implies that they seek to appear powerful, most likely fearing that other villages will see them as easy targets if they do not avenge their fallen leader. Their desperation and ruthless approach could lead to the Hidden Leaf’s downfall. WITH Homura and Koharu even seem to have power over the Hokage himself.the village likely won’t take Boruto’s warning seriously. The elders can pressure their forces to hunt down Kashin Koji’s disciple, leaving their territory open to attack.
They could also have deliberately ignored Boruto’s warning in an attempt to prove that they didn’t need the traitor’s help. Both paths would leave Konoha defenseless against the power of the Intelligent God Trees, whose numbers are still growing. Something similar had happened in the past when members of the Council opposed Tsunade and favoring the terrible leader Ruta Danzo. Because of this, Konoha lost its leader and became even weaker in front of its rivals. Koharu and Homura should not lead the village during this inevitable confrontation.
Without a doubt, Sarutobi’s former teammates are among the most obnoxious and arrogant characters in Boruto: Two Blue Whirlwinds. The Hidden Leaf’s senior leadership must remove them from their positions if they truly want positive change in the village. The Elders represent everything that was wrong with the ancient Shinobi world, and if allowed, they will continue to poison the future of Konoha.
