The Suicide Squad has a permanent new leader, as a D-list Gotham villain debuts a huge power upgrade

With the Titans weakened, he explained, “Before I’m done with you, you’ll wish it was Waller still calling the shots.” This hints that since Waller has been locked away, Clock King has taken her place as the leader of the Suicide Squad.

Clock King’s last appearance in the DC Universe was in the Suicide Squad: Dream Team Miniseries by Nicole Maines and Eddie Barrows. In this story, while enlisted to join the titular team alongside Dreamer, he and the others end up fighting Dreamer once she goes rogue and tries to take Waller down. His loyalty to Waller stems from the core premise of Suicide Squad. As Deadeye puts it Suicide Squad: Dream Team #4, “We can follow orders, or we can die.“Here, Clock King seems to be the one calling the shots, so his loyalties are to himself for a change.
