In The Penguin In episode 6, it is revealed that Oz has already started doing what Rex did, building a relationship with those who live in Crown Point. The reason Sal Maroni and Sofia Gigante can’t find Oz’s drug operation is that it is clandestine and The citizens of Crown Point protect him. In exchange for keeping his secrets, Oz is giving back to the community through jobs, money and support, like Oz getting power back in Crown Point. As a member of the elite, Bruce Wayne will never have the same understanding of Gotham that Oz does.

As a wealthy and powerful figure in Gotham, Bruce Wayne lives a life completely disconnected from the city’s reality.
