Unable to use the Batcave or any of their safe houses, the Bat-Family uses an old Court of Owls base to hide in.
The surprising new base for the bat-family is revealed in Absolute Power: Task Force VII #4 by Pornsak Pichetshote and Claire Roe. Amanda Waller knows the secret identity of almost every hero on Earth and has routinely rooted out their usual hiding spots. This knowledge in the hands of Waller means that Places like the Batcave are completely off-limitsAnd with the need for a new base, Nightwing picked the perfect substitute.
One of the last places anyone would think to look for these Bat-Family is in a ruined Court of Owls base right above the Maze of Owls That Batman was infamously trapped in the New 52 Batman Series by Scott Snyder and Greg Capullo. The Court of Owls have bases all over Gotham City, and it's a great idea for the Bat-Family to repurpose them in this time of need.

The Court of Owls is a secret society that once ruled Gotham from the shadows, using their wealth and influence to make sure the city never truly became a better place. To aid in this effort, the Court of Owls has secret bases throughout Gotham City. Their modus operandi was to steal bases that other people were using, most famously when they began living on a hidden floor in most of the Wayne Enterprise skyscrapers. It was a brilliant way of hiding in plain sight, and It seems that the Bat-Family is using this tactic for themselves now As they take over the maze of owls.

Of all the bases the Bat family may have taken, The maze of owls is one of the best. Not only is it a literal maze that even Batman struggled to navigate, but it has several quick escape routes. In the original story, Batman eventually escaped the maze of owls by destroying a fountain and exposing the river below. After Failsafe attacks Nightwing and the rest of the resistance in this issue, they use the exact same method to escape. Once again, they destroy the statue and fall into the river below before Failsafe can follow. While the maze of owls can no longer be used as a base, there are many more options.
The Court of Owls has a dark history with the Bat-Family

The Court of Owls being so deep in the fabric of Gotham City has always made them an incredible threat to the Bat-Family, but now it seems that their threat is the Bat-Family's biggest strength. Even though the Maze of Owls has been discovered, there are still dozens of owl bases around Gotham City, each one perfectly hidden. This means that Nightwing, Robin, and their resistance can simply move on to the next one. Although Failsafe may be able to sniff them out eventually, since he has all of Batman's knowledge and memories, it will take him a long time to find him. The Bat family and their allies.
