Captain America is one of the most important characters in the MCU, appearing heavily in several films and getting three films of his own. Although Cap has faced numerous villains throughout his time in the MCU, he still has three main villains that he has never faced on the big screen.
Captain America has existed in comics for a far away time. Naturally, this led to him gaining a rogues gallery, but the MCU failed to explore the more important villains he faced in the comics. Tons to have appeared, such as Flag-Smasher, Baron Zemo, Arnim Zola, Red Skull, Modok, Batroc and Crossbones, but three major villains have yet to be seen.
There are many great films in the MCU and Captain America the film trilogy is one of the best, but they were never able to focus on their villains. Only the first, which featured Red Skull, actually had a Captain America villain front and center. Otherwise, Captain America: Winter Soldier and Captain America: Civil Warfocused more on Captain America’s relationships with other heroic characters, such as Bucky Barnes and Tony Stark, respectively.
Captain America’s Three Biggest Villains Haven’t Appeared Yet

While Madame Hydra he did appear in Agents of SHIELD which, unfortunately, is not canon. Madame Hydra, later known as Viper, is one of Captain America’s most deadly and destructive enemies. Her thirst for chaos is so great that Red Skull once teamed up with Captain America to stop her. She would be an absolutely perfect movie villain, especially after the collapse of Hydra. She would have all the motivation to bring the organization back and could do so significantly more deadly than ever, considering his propensity for destruction.
While most of Captain America’s villains try to defeat him with their strength, Johann Faustus uses his brain.
Another dangerous big bad who has yet to appear is Dr. Faustus, a deranged psychiatrist with an almost hypnotic voice. Faustus is considered the world’s greatest psychiatrist, which is why it’s so unfortunate that he is ridiculously evil. While most of Captain America’s villains try to defeat him with their strength, Johann Faustus uses his brain. Considering the MCU loves pairing Sam Wilson’s Captain America with Bucky Barnes, Johann could be the perfect villain for both of them. He could reactivate Bucky’s Hydra programming through hypnosis or play on Sam’s doubts as Captain America.

It’s possible that this villain already exists in the MCU
While the MCU has done its best to explore its characters and history, sometimes some supplementary material is needed. That’s where MCU comics come in, like Captain America: The Winter Soldier Prelude. This story involved Captain America and Black Widow chasing a group of villains who stole a biological weapon from S.H.I.E.L.D. The leader of this group was a man known as Baker, who interestingly is not a comic book character. But he definitely visa like the Mechanic. It’s possible the MCU will revisit this idea in the future.
Machinesmith would be a perfect villain considering how much technology the MCU has. Especially with the fact that there is quite of Iron Man armor around. The Machinesmith could easily transfer his consciousness into one, granting him significant power. He could take control of Vision’s old body, or he could even find an Ultron body that wasn’t destroyed. There are tons of things a mechanically capable villain could do in the MCU, and it would work as a perfect foil to any version of Captain America.

Sam Wilson is certainly up to the job
While Steve Rogers may no longer be Captain America in the MCU, that doesn’t mean these iconic villains should never get the chance to shine. While their dynamic with Sam Wilson is significantly different, there are still a lot of things that can be explored. One of the most important parts of establishing a hero is giving them fantastic villains to fight.
