Grace Penn
US Vice President Grace Penn was the last to be revealed as responsible for the attack on HMS Courageousbut their involvement was relatively limited, as Penn gave Roylin the idea of an attack on a British ship to promote unity. Penn's reasoning was aimed at protecting the US, as she believed that Scottish secession would have resulted in the closure of the only European nuclear base that US submarines could use, virtually opening the Atlantic for Russian submarines to move as they pleased.
