The most brutal scene in all of Batman media is definitely The murder of Victor Aguilar in The penguin end. Not only does Oz catch Victor off guard and choke him to death, he also does so precisely when Victor feels most comfortable around Oz. Oz genuinely thanks Victor for his loyalty and praises his skills and character as a sign of gratitude for his help, and shortly thereafter, Oz wraps his arm around Vic's neck and strangles him. Victor Aguilar's death is certainly darker than the Joker's pencil trick scene due to its deeply personal connotations.
Victor Aguilar had all the ingredients for a redeemed character. The penguinThe flashback to Victor Aguilar's origin story revealed why he had to turn to crime, and his missed opportunities to leave Oz due to his pure sense of loyalty suggested that he would eventually break free from Oz's influence. What's more, Victor made it all the way to The penguin end of episode 8, but he died at the hands of the person he fought so hard to defend. Oz's cowardly method of murder and weak reasoning, as well as Victor's untainted innocence, are what make Vic's death so tragic in The penguin.

The icing on the cake is the fact that Oz pays Eve Karlo to dress up like his mother, adding an Oedipal layer to an already twisted relationship between mother and son.
