As seen throughout the series, Oz has been working tirelessly to become the next kingpin of Gotham’s criminal underworld. Although he finally manages to achieve this goal at the end of The penguin episode 8 (not free).
At the end of The penguin episode 7, Sofia Gigante successfully captures Francis Cobb (Deirdre O’Connell), holding her in the same jazz club where Oz promised the world to his mother when he was a boy, after the death of his brothers. Now, The Penguin The finale brings Oz’s rivalry with Sofia to a head as Cobb finally gains the throne he has long wanted. To that end, here’s our recap The penguin episode 8 and its big finale.
Penguin Episode 8 Spoilers and Main Story Conclusions

Flashback reveals that Francis always knew the truth about Oz and his brothers, Rex offers to kill Oz, but Francis changes his mind and lets Oz live.

Sofia Gigante forces the whole truth to be revealed at Monroe’s house. Oz gives up his lies, but Francis reveals the truth and admits his hatred for his son, stabbing Oz with a broken bottle before suffering a stroke.

Sofia’s Finishing Moves Against Oz Cobb’s Penguin Explained
Wanting to hurt and kill Oz before leaving Gotham
Tired of playing her father’s games, Sofia Falcone/Gigante (Cristin Milioti) decided to play an entirely new game, where the goal was simply to cause the Penguin as much pain as he had caused her before leaving Gotham for good. Having used former Arkham doctor Julian Rush to learn the full truth about Oz’s past from Francis, Sofia took Oz to Monroe’s house, where she demanded that Oz and Francis reveal to each other the truth that he killed her. his brothers and that Francis has always known since then. right at the beginning.
After Oz Cobb gives up on his lies, even in the face of the loss of his mother’s finger, Francis is the one who finally admits his hatred for his son and what he did. Ultimately, Oz escapes the Monroe house with his mother, who suffers a stroke soon after, motivating Sofia to offer the entire Falcone empire to any gang that can bring Oz to her before she leaves town. Burning down the Falcone mansion before heading to the airport, Sofia was so close to ending her life and a new beginning for her life, if Oz hadn’t gained the upper hand by doing something she never could have predicted.
How Penguin gained the upper hand against Sofia Falcone
Uniting deputies to take Gotham for themselves
Just like Sofia, who chose to play a new game, Oz Cobb also changed the rules in The penguin episode 8. An idea given to him by his right-hand man, Victor Aguilar (Rhenzy Feliz), Penguin secretly forges alliances with all the deputies from each of Gotham’s gangs. Cobb offered them a chance to rise to prominence by betraying the gang bosses and taking control of operations for themselves, all while pledging loyalty to Penguin himself.
That’s how Giant Sofia was caught off guard when the Triads offered her Oz at the airport, with Link shooting dai lo Feng Zhao. This allowed Oz to offer Sofia Falcone to the police, where she was later arrested and placed back in Arkham. Likewise, even Sofia herself admits that she didn’t see this coming, though she makes sure Oz knows that she finally sees who Cobb really is, no matter what lies he may tell others (and himself).
Why Oz Doesn’t Kill Sofia in Penguin Episode 8
He needs a public scapegoat
It may seem surprising that Oz would finally let Sofia live after everything she’s done. However, it makes sense considering everything she’s still capable of doing for him alive in Arkham. After all, Oz’s entire proposal to Councilman Hady at the beginning The penguin Episode 8 was all based around Sofia being turned into a crazy Arkham patient who went on a murder spree.
Sofia became the perfect scapegoat, with all the blame for the murders of Maroni, Bliss, the Crown Point explosion and more being laid squarely on her, the result of an ongoing “Falcone-Maroni” turf war, rather than of the truth that the Maronis and Falcones joined forces to go after Penguin himself. Hady would be fine if he was a villain, and Penguin would have a lot less pressure becoming the new head of Gotham’s underworld. As such, murdering Sofia would certainly have diminished the power of Penguin and Hady’s fabricated narrative.
Why does the Penguin choose to kill Victor?
Family is a strength and a weakness
Having all the power and the most important place in Gotham’s underworld, Penguin makes the shocking decision to kill Victor Aguilar, the young man who has been his right-hand man since the beginning of The penguin. While strangling Victor, Penguin apologizes and says he is a good man with a good heart. However, Oz determined that he and Victor had become too close (Victor had just called him family).
Although Oz agrees that he and Victor have become family, he also admits that family is both a weakness and a strength, and he can no longer afford to have any weaknesses now that he has finally reached the top. However, it is an incredibly tragic and horrific final act on Oz’s part at the end of The Penguin end. This is especially true considering everything Victor has done for him, including giving Oz the idea to unite all the deputies at the beginning of The penguin episode 8.
The penguin is finally king, but the bat signal is on
Where has Batman been all this time?
As Oz Cobb dances with Eve in her new penthouse, the camera pans out to Gotham City below just as the Bat-Signal turns on. Ironically, the Bat-Signal goes off right after Eve tells Oz that there is nothing else in her way. Although the Dark Knight has been absent throughout the show, the lit Bat-Signal creates a connection between the events of the show and, presumably, the upcoming events of Batman – Part II. As such, the implication seems to be that Batman will indeed come into conflict with Penguin in the upcoming DC film when it comes out in 2026.
