In SBS volume #110, translated by Artur (new worldartur in X), Oda reveals that Admiral Fujitora was once a major war criminal and previously served as head of the military in a Grand Line nation known as the Blue Kingdom until it was eradicated in war. Later, after losing all his money gambling, Fujitora was forced to work as a bodyguard until the World Government paid off his debts and recruited him into the Navy.

Since his first appearance during the Dressrosa Arc, Fujitora, also known as Issho, has joined the ever-growing list of enigmas in One Piece. His unique and righteous sense of justice, along with his actions towards Luffy on Dressrosa, make him one of the most beloved marines in the series, while his supposedly self-imposed blindness has long intrigued fans as to his past.
Over the years, many fans have speculated that Issho could be from Wano due to his choice of clothing. However, SBS #110 confirms that Issho comes from West Blue instead of. It is unclear when or why he left West Blue to join the Blue Kingdom’s military or what war could have eradicated the nation, but Issho’s strength is almost clear from his former position.
That said, Issho could still have an interesting connection to Wano, specifically one of its most legendary samurai. The SBS section of volume #110 was also accompanied by an illustration of Admiral Fujitora as a child and many fans quickly noticed the similarities between his outfit and that of Ryuma’s zombie. They both sport a white yukata with a similar pattern around the edges, leading many fans to believe Fujitora could be a descendant of Ryuma and, by extension, a member of the Shimotsuki Clan. However, it’s entirely possible that the choice of print is just a coincidence.

Fujitora becoming Luffy’s ally could level the playing field with Blackbeard
Fujitora’s past as a war criminal and the fact that the World Government welcomed him despite being well aware of this fact is quite disconcerting. It’s even clearer where exactly the World Government draws the line between being a criminal. From defending against the World System to recently allowing the Revolutionaries to escape Mariejois, Fujitora has openly opposed the World Government a few times and made it clear that he does not agree with its policies.
The last of these incidents is easily the most serious, and it may not be long before the Navy considers Fujitora more trouble than he’s worth. The fact that Fujitora did not voluntarily join the Navy coupled with recent events and the revelations made in Vegapunk’s message also point to Fujitora’s abandonment of the Navy after discovering the truth about the World Government’s heinous activities.
In SBS #106, Oda even reveals that Fujitora’s specific type of justice is Honorable Justice, which certainly wouldn’t consider the World Government’s recent destruction of Lulusia fair. Fujitora has previously expressed his disdain for the World Government’s tendency to act like a god, which is precisely what they have been doing lately.

However, making Fujitora an enemy could be a fatal mistake for the World Government, especially if Fujitora ends up siding with the Revolutionaries or even Luffy and the Straw Hats. Fujitora already seems to have a high opinion of Luffy since Dressrosa and joining Luffy’s side would also level the playing field with Blackbeard, who has Kuzan, another former admiral, on his side.
