Unlike Dexter, who can easily blend into the crowd without raising any suspicions surrounding his murderous efforts, Victor stands out because he suffered severe burns all over his body when his mother was killed. However, he also manages to disguise himself as a normal member of society to ensure that none of his victims see him coming. He is not part of law enforcement like Dexter. However, similar to Dexter, Victor believes he is committing the murders for a greater purpose, driven by a strong but twisted sense of justice.

He believed he was helping Dexter satisfy his inherent need to kill, while also making him direct it towards something that would benefit society. As a law enforcer, his moral compass also allowed him to justify the murder of other humans as long as they themselves had a history of violent crimes. Due to this, Harry Morgan's code likely came from a place of genuine concern and desire to protect Dexter.

Although it helps him find the men who murdered his mother and blatantly covered up the crime, he fails to mention that he was also among the perpetrators. By giving Victor limited access to information, Victoria manipulates him into killing all the powerful men involved in her mother's murder. While Victor sets out to seek revenge, Victoria pulls all the strings behind the scenes, threatening Victor's victims and demanding ransoms from them. This makes Victoria the opposite of Harry Morgan.
