This aspect of the kidnappers’ system allows Jessie to periodically call Barnes to check in and beg for help, as she can redial his number using computer software provided by the kidnappers. Thus, Barnes would have to be involved in any investigation, even if Jubal’s team took control. While it’s possible that Jubal’s team could eventually find a way to hack the system and contact Jessie directly, that would take time they don’t actually have.
