After a long period of just Teen Titans Go!To bring the character back to the forefront of things, it seems unlikely that Red X would be brought back here unless the creators of Red Harley Quinn I thought they had a strong idea of how to handle the story surrounding him, which certainly bodes well for the future of the plot. That said, I'm convinced we still won't get an answer to the original Red X mystery, despite this story bringing him back into the spotlight, based on the plot teases so far.
The identity of Harley Quinn's Red X already seems to have an interesting answer
Harley Quinn Season 4 saw Nightwing brought back to life via Talia Al Ghul using a Lazarus Pit to resurrect him, after Harley brutally killed him while sleepwalking. Upon being revived, Nightwing angrily asks where Harley is, suggesting he is about to try to get revenge. This happening right before Red X is introduced into the show strongly suggests that it's Nightwing behind the mask, using it to track down Harley incognito. and potentially act in less than heroic ways in order to seek retribution – similar to his decision to become Red in Teen Titans when he was Robin.
This has some interesting story potential for Harley Quinn Season 5, especially since Harley didn't actively and consciously try to kill him, but will likely have a hard time convincing Nightwing of this, given that he already believed she was secretly more of a villain than she let on to others before she killed him. Taking this approach will also put to rest the mystery of who Red X was after Robin abandoned the mantle in Teen Titansas it seems to repeat the story of Richard Grayson donning the suit to disguise himself, rather than supporting the idea that someone like Jason Todd later took it on.
