Beat the main game and claim your dens
Like other Tera Raids, you can complete as many encounters as you want to capture Shiny Rayquaza, but you can only capture him once. While this means you won't be able to field a full set of black and gold celestial dragons, one should be enough to complete any collection. There are just a few things you need to do before starting your Tera Raid missions.
Firstly, you will need to have beaten the game's main story. This doesn't include any DLC, so it shouldn't be too complicated. Once this is done, Connect to the internet using Poké Portal to update your game's lairswhich should allow Shiny Rayquaza to appear. If you haven't beaten the game yet for some reason, you can use Nintendo Switch Online to connect with other players and join their Tera Raid instances.
Best Shiny Rayquaza Counters
There are a few options, so take your pick
Like any Pokémon battle, which one you should use against Shiny Rayquaza depends on who you have on your PC. In an ideal world, you will want to use one of four Pokémon: Magearna, Sylveon, Clefable or Primarina. Shiny Rayquaza, like the regular version, is a Dragon/Flying-type, so Fairy and Steel-type attacks will be your best friends here. Just like in Pokemon GOPrimarina is a reliable and consistent attacker.
Primarina, Sylveon, and Clefable are interchangeable and any of them are a good option. You're looking for them to have Calm Mind and Draining Kiss, as well as holding a Secret Cloak. The cape prevents your Pokémon from being confused by Shiny Rayquaza's Hurricane. Calm Mind will increase your Sp. Definitely. and Sp. Atk. to allow Draining Kiss to sustain any of Shiny Rayquaza's attacks.
If you are attacking alone, you should keep restarting the raid until you get NPCs that have Pokémon with Intimidate to reduce Rayquaza's ATK.

This build works similarly to the Primarina and Sylveon builds with Draining Kiss, but it also relies on the Soul-Heart ability to buff itself and deal maximum Sp. Atk. possible damage. Dazzling Gleam will be your main damage move, while you use Draining Kiss to avoid fainting.
Although it may take multiple attempts, you can perform this attack as many times as you like during the event period from December 20th to January 5th. As mentioned above, Shiny Rayquaza can only be captured once, so the only use for running it again once captured is to farm the materials you receive as a reward.
