Although a collective set of worlds called the “Demon Realm” was never intended to be a paradise, Dragon Ball Daima quickly suggested its dystopian qualities. Although Goku has had his challenges blending in as a non-demon visitor, his other traveling companions share Demon World heritage, which would hypothetically make life easier for them. However, in Panzy’s case, her status as a civilian of the Third Demon World is collectively dangerous, and the Magic Necklaces mark her people in Dragon Ball Daima.
Panzy is a princess as revealed in Dragon Ball Daima episode #5, when she brings Goku, Shin and Glorio to King Kadan. Wearable tracking devices have oppressive implications for the Third Demon World, so that its inhabitants do not escape the forces of King Gomah, the Gendarmerie. However, cases of King Kadan’s rebellion against the would-be High King of the Demon Realm increase, especially with his kingdom and daughter kept under control.

In Dragon Ball Daima episode #6, as Goku walks away to relieve himself, Glorio, Shin and Panzy are stopped and inspected by the Gendarmerie. As the troops meet up with Goku’s friends, they notice the peculiarity of three people from each of the three Demon Worlds traveling together. But perhaps most noteworthy, unlike Shin and Glorio, Panzy doesn’t even declare what world she’s from but simply shows her Magic Necklace to them without saying anything else.
This shows the Third Demon World’s renunciation of a tracking system intended to maintain control over its people. His travels to other Demon Worlds through the Demon Realm Tunnel are restricted by the light shield built in its place. King Kadan’s kingdom is confined to their homes, so they do not face the bandits and wild nature. In Dragon Ball Daimawith the Third Demon World under the command of the Gendarmerie, paying heavy gold taxes, and with Goku as a fugitive, It is increasingly clear why some choose to rebel.

With Magic Necklaces and armed soldiers patrolling the Third Demon World, it makes sense that King Kadan would contact Glorio, among others, in Dragon Ball Daima. Finding someone strong enough to defeat Gomah is a deliberate move, and it’s clear he’s not doing this as a mere power play, but to prevent a tyrant from harming his people. Developments like these help cast Kadan in perhaps a nobler, if misunderstood, light.
Regardless, for now, it’s crucial that Goku takes advantage of the first Dragon Ball and escapes the Third Demon World. The longer Goku remains a hidden stranger among the locals, the longer Gomah increases his authoritarian presence in the surrounding regions. In Dragon Ball Daima, peace will not be possible for the Third Demon World until Goku and his friends wrest the privileges of the First Demon World from Gomah.
