For a long time, Dragon Ball kept Goku and Vegeta as the most powerful warriors in the universe. Even in the most current arcs, both Saiyans have reached levels of power beyond what they previously thought possible. While some characters appear as temporary attacks, there are some that are inherently more powerful.
Since the introduction of Dragon Ball SuperGoku and Vegeta have found a new kingdom of beings that put them to shame in terms of power and competition. The Saiyans discovered a hierarchy in the universe that they were completely unaware of during the Age of Dragon Ball Z. With the universe expanded and the latest power spikes increased so much more, it's no wonder that there are at least a few beings that surpass Vegeta and Goku.

Black Frieza
Black Frieza instantly surpassed Ultra Instinct and Ultra Ego
Frieza's return to the series and unlocking forms like Golden Frieza and Black Frieza prove that he is the franchise's greatest villain. He made his brief appearance on Dragon Ball Super manga after training for ten years in a space similar to the Hyperbolic Time Chamber. When Black Frieza appears, he easily surpasses Goku's Ultra Instinct and Vegeta's Ultra Ego and defeats them in an instant. The power gap that has opened up between them and Frieza is completely surprising in itself, but the fact that it's Frieza of all characters is a testament to just how much of a threat he is.
Frieza returned to the series as a villain several times throughout the franchise, each time more powerful than before. He has shown that he is capable of keeping up with Saiyans, achieving powerful transformations of his own. With the arrival of Black Frieza, Goku and Vegeta may face their toughest battle yet. Frieza is cruel and cunning, and His quick appearance is just a small taste of what's to come for the future of Dragon Ball Super.

Beerus
The God of Destruction Never Showed His Full Power
With the introduction of Beerus, a new field of possibilities opened up in Dragon Ball. Despite the fact that Goku and Vegeta have achieved Ultra Instinct and Ultra Ego, the God of Destruction remains one step ahead. Even though Goku's Ultra Instinct is getting closer and closer to rivaling Beerus's power, it's clear that he still has a lot to learn before he can truly take on Beerus.
As the master of Hakai, the destructive energy capable of erasing things from existence, Beerus holds the power to destroy any enemy that comes before him. As a divine being, Beerus has had eons of experience, making his power even more terrifying. Perhaps what makes him most intimidating is his nonchalant attitude towards combat, despite his opponents giving their all. Beerus has to restrain himself when fighting Goku and Vegetaappearing not to sweat much during their encounters.

Whis
Whis is Beerus' mentor and much more powerful than the God of Destruction
As an angel, Whis was born in a completely different league than Goku, Vegeta, and even Beerus. During Dragon Ball Super, Whis explained that he is more than Beerus's attendant and also acts as a mentor. Even though he acts in the service of the God of Destruction, he is supposedly more powerful than Beerus. Whis' power is dangerous because of his complete mastery over numerous techniques, including Ultra Instinct.
While Goku and Vegeta train with Whis, he casually and tirelessly fights them with little to no effort. His power makes him practically untouchable, and his abilities, like rewinding time, make him more powerful than Goku or Vegeta can ever hope to achieve. Whis has yet to demonstrate the full extent of his power, and likely never will considering his role as an angel.

Vados
According to Whis, Vados is even more powerful than he is
As the attending Angel of Universe Six's God of Destruction, Champa, it's only natural that she's more powerful than Champa and Beerus too. Although she appears to be equal to Whis in terms of power, it has been reiterated that she surpasses Whis and is more experienced. Like all angels, Vados is capable of Ultra Instinct and possesses power and abilities that surpass Goku and Vegeta.
Like Whis, his biggest advantage is his mastery of multiple techniques and vast experience. With her control of time, space, and energy, she has never needed to unleash her full power and likely never will. Despite Goku and Vegeta's incredible growth throughout the series, Vados remains a character they will probably never be able to overcome.

Great Priest
The Grand Priest is one of the greatest authorities on Dragon Ball
The Grand Priest is the highest authority among the Angels and is one of the most powerful beings of all Dragon Ball. As the father of Whis, Vados, and all the other attendants, he is expected to be the most experienced, the wisest, and the most powerful, making the Gods of Destruction and the Supreme Kais pale in comparison. The Grand Priest is in a league far above Whis and Vados, and his power is likely incomprehensible to mortals like Goku and Vegeta.
The Grand Priest's authority is demonstrated during and after the events in the Galactic Patrol Prisoners Arc. As the battle with Moro continues and Merus puts himself at risk, Beerus realizes that the Grand Priest may be angry with him for his inaction and decides that it is in his best interest to return with Whis to stop Merus. However, Merus ends up breaking the Angels' law during the battle, and at the end of the arc, the The High Priest penalizes them by forcing them to care for Zeno and humoring their antics.

Zeno
The Omni-King has the power to erase entire universes without even trying
The Omni-King, Zeno, transcends all conventional notions of strength and power in Dragon Ball. As supreme ruler of the multiverse, Zeno has more authority than the Gods of Destruction, Supreme Kais, Angels and the Grand Priest. With a simple snap of his fingers, he can completely erase universes without any effort, making fighters like Goku and Vegeta seem insignificant. Although his power does not result from physical strength, his abilities make him one of the most feared beings in the universe.
Perhaps even scarier is his childlike personality, considering he has been seen erasing universes on a whim. Although Goku has a friendly relationship with Zeno, there is not much training Goku or Vegeta can do to rival Zeno's universe-ending power.
