Sheriff Billings Silo The story of season 2 mainly revolves around him feeling conflicted between his responsibility to serve the mayor and his inherent desire to seek justice. So, although he doesn't blatantly challenge Bernard when he asks him to do something, Billings also doesn't stop himself from embracing his curiosity. He obediently obeys when Bernard asks him for something, but also sets out on his own search for answers after noticing discrepancies in Bernard's statements and actions. Somewhere along this journey, he suddenly realizes that the Syndrome's symptoms have disappeared.
Silo Season 2 Episode 6 features an intriguing scene in which Billings meets his wife, Kathleen, to tell her about new developments in his investigations. After becoming concerned about his well-being, Kathleen asks if he has been taking herbs to control his symptoms. To her surprise, she notices that the tremors in his hands have disappeared, although he claims he forgot to take the herbs. When she asks him to pick up an object from the table and points out that his hand is not shaking, Billings is also shocked that his symptoms have disappeared.

In an early scene of Silo 2nd season, Meadows theorizes that the syndrome is more of a mental health condition caused by living in the oppressive environment of the Silo. She deduces that because humans should never live the way they do in their world, some develop debilitating mental health conditions like Syndrome, highlighting their inability to have control and autonomy. Billings appears to feel the symptoms of the Syndrome because he allows the Silo's higher authority to have all control over his actions.
