Although Maggie thinks it's a bad idea, OA again turns to Clay (Guy Lockard) for help locating the thieves who stole a shipment of gold bars and killed several federal agents trying to protect the gold.
The OA's reliance on Clay led to questionable decisions throughout the first half of FBI Season 7, and when Clay goes missing while working undercover to find out if the robbery was an inside job, OA becomes determined to find and rescue him, explaining to Maggie that Clay risked everything to save his life in Afghanistan. Unfortunately, he discovers that Clay is responsible for the robbery and is forced to fatally shoot him during a confrontation. Clay's betrayal hits OA hard, leaving him to trust Maggie as he processes how his loyalty blinded him to Clay's criminal behavior.

OA and Maggie often turn to each other for support. At the beginning of “Riptide”, OA is by Maggie's side after she tells him that her adopted daughter Ella is FBI will soon be living with his biological uncle instead of with her. Their positions are reversed after Clay's death when OA feels guilty for not realizing the trouble Clay was causing before it got to the point where he had to shoot him. While this is a pivotal scene for Maggie and OA, it's not the only one that allows them to grow closer during this mission.
Throughout the episode, Maggie tries to convince OA not to trust Clay, which leads him to explain that his longtime friend mounted an unauthorized rescue mission to save his life after the Taliban held him for 23 days. OA says: “It's more than trust. It's loyalty. It's a debt… I owe my life to him.” This conversation brings Maggie and OA closer than ever before, as it's the most detail he's ever shared about his traumatic experiences during his military service in Afghanistan.
How a possible OA and Maggie romance impacts the FBI
That would shake things up in a lot of ways
Although OA and Maggie have strong chemistry, it can be difficult for them to start a relationship. Both are shy because of past traumas and, in addition, OA already has a girlfriend, Gemma (Comfort Clinton). However, It would be better for the OA character and the series if he and Gemma broke up. She adds little to the show, and OA doesn't trust her enough to talk about her traumatic memories. This makes them seem incompatible, especially compared to OA and Maggie.
It would be exciting for Maggie and OA to pursue romance after so many years together without anything happening to move their relationship forward.
The disadvantage of this, however, is that if FBI pursue a romance between Maggie and OA, they will likely no longer be able to work together. It would be very difficult for them to be objective about the danger each other faces while they are romantically involved. Such a change would certainly shake up long-standing police procedure. Plus, it would be exciting for Maggie and OA to pursue romance after so many years together without anything happening to move their relationship forward.
