Despite their powerful abilities to see into an individual’s destiny, Boruto and Koji were really shocked when Kurama returned.

When the presence of the Nine-Tails was first confirmed in Chapter #9, both Boruto and Kashin Koji acted as if this was a new development. This implies that the tailed beast did not make an appearance in any of the possible futures that prescience could reveal. While it is possible that Momoshiki could have been hiding Himawari’s inevitable transformation into a Jinchuriki, it seems unlikely. The Otsutsuki spirit had made it his life’s mission to tease and torment Naruto’s son as much as possible. He wouldn’t have missed the opportunity to let him know how much danger Himawari would be in the future.

The wise member of the Otsutsuki clan has been protecting Earth for many centuries, preventing disasters from falling humanity. Hagoromo is better known for helping Naruto and Sasuke stop Madara and his mother, Kaguya, from successfully using the Infinite Tsukuyomi to put everyone in the world under a permanent illusion. The Saga of Six Paths is considered a deity in the world of the series.

Hagoromo is one of the few members of the Otsutsuki clan to transcend the mortal world and ascend to a higher plane of existence, as Shibai, the origin of the shinjutsu used by Koji to predict the future. This means that he has many abilities that can influence the course of the world. As the creator of the tailed beasts, it would also make sense for him to have a say in what form they are reborn.
