Initially, the squad was simply created to act in America’s best interests in foreign affairs, such as destabilizing countries or defeating the enemies of the Methhumans. Considering the squad started out with mostly non-powered people, such as Captain Boomerang, it makes sense that their missions are equal to their powers. But over time, Waller continued to add more and more powerful members, and now the true purpose of the squad was revealed.

Once Waller gathered enough people with appropriate powers, she began using the Suicide Squad for their true purpose, acting as a contingency plan for the Justice League. This has been shown several times over the years, such as in Justice League vs. Suicide Squad.
