Steve Rogers has always fought on the side of “good” and will go to bat, relentlessly, for whatever reasons he believes to be right. Straczynski’s Captain America run has shed new light on this by revealing that he is and always has been a change agent, essentially meaning that his soul is one of many that enter the world at times of great change or upheaval. Martin Luther King Jr., Gandhi, and other historical figures are also named as fellow change agents, but his current team holds both the honor and burden of fighting for Lyra, or life, against her brother, death.
The change agents are not just a group of people driven to help: they have been chosen by life itself.
As varied and huge as the Avengers’ conflicts have been over the years, with many of them holding the fate of the world in their hands, Cap and the Change Agents have been tasked to save existence on an unfathomable scale. Each of the mutant change agents Lyra sent him to recruit had their own specific abilities, ranging from physical regeneration to precognition, and Lyra named Steve as her champion in the fight. Mutants with a metaphysical destiny
Although Steve had little time with the change agents that Lyra sent him to find, The abilities they have revealed are impressive. Carlos Garcia, Cap’s first recruit, goes by the codename “Skintz” and can regenerate his skin and body parts, as well as excrete toxins from his skin. It has proven useful as a distraction tactic and, of course, to survive otherwise devastating physical attacks. As the first recruit, Carlos accompanies Steve to find their next target, a mutant with precognition known as “Sir.” Her precognition works through the calculation of possibilities, and she has an affinity for electronics.
Collectively, the Chang Agents make a mind-blowingly powerful team.

He is central to Lyra’s plan, and thus Death’s biggest target. Seer, who struck a deal with death before she met Steve and the others, seems to hold Malik’s fate uniquely in her hands – which Malik is aware of, but doesn’t stop her from making whatever her final decision may be. . When it comes to their confrontation with death, Steve does most of the heavy lifting by acting as a distraction while the others hit their target. His mutant crew was never meant to make their last stand on Earth, and their fate was sealed behind the entrance of the front door, beyond death’s reach. But, with all that is at stake, It’s unlikely to be the last he sees of the Change Agents.

Only the peak of their power is revealed, with only skins truly demonstrating what he is capable of. Cap has shepherded the mutants as he was intended to, using his invisible ability to turn people to a good cause, and he will likely fight on their side more than the confrontation allowed.
