Agatha always has strong ties to Wanda’s MCU story
Before exploring why Wanda wasn’t a part Ágatha all the time, It’s first worth exploring why the show was theorized to contain its return in the first place. The most obvious reason for this is the strong connections Agatha all the time have to WandaVision. After all, the titular witch from the former was introduced in the latter, and the trailers contained several hints that Wanda’s legacy would be a big part of the show’s story. As Agatha all the time progressed, connections with Wanda were only strengthened after WandaVisionis ending.
Since the revelation that Joe Locke would play Billy Maximoff in Agatha all the time to the themes of death, life and resurrection, theories began to circulate that Wanda’s rebirth was predicted. With Wanda’s son seeking a definitive form of power at the end of The Witches’ Road, these themes have been established and connections to Scarlet Witch sprinkled throughout, audiences naturally got the idea that Wanda would be revived in Agatha all the timeleaving her out of future MCU stories once again.

Wanda no longer had influence over Billy and Agatha
All that said, Agatha all the time did not feature the return of Scarlet Witch. The reason for this is simple: the show was about Agatha and Billy. Although many expected that the ties Wanda had with these two characters would lead to her revival, the show quickly made it clear that Agatha and Billy had different motivations in mind. Agatha was simply trying to regain the powers Wanda stole from her and had no desire to bring Scarlet Witch back after she died.
Agatha’s other storylines involved her relationship with Lady Death, MCU’s Rio Vidal, and the revelations surrounding her son, Nicholas Scratch – both devoid of Wanda’s influence.
As far as Billy was concerned, he was only interested in finding his brother Tommy. Throughout the series, Billy makes his contempt for Wanda clear, insisting that his goal at the end of The Witches’ Road is to find out where Tommy was. Possibly, Billy helps his brother’s lost soul find a body in which he can be reincarnated, teasing the duo towards a future in the MCU that is similarly free of Wanda’s control. At the time of Agatha all the timeIn the end Billy accepted Agatha as his spectral guide, proving that the show is about them and not Wanda.

While The Witches’ Road has proven to not be a way for Wanda to return to the MCU, there are still plenty of ways it could happen. Interestingly, the MCU hasn’t been blatantly clear about whether Wanda is actually dead or not. There have been some references that she is, still Agatha all the time the opening of episode 7 seemed to imply that the answer is less certain. Billy asks Agatha if Wanda is really dead, to which she responds “Yes. No. Maybe.”

Then there’s the matter of Billy and Tommy being alive once again in the MCU. It would be a shame for Wanda’s children to have been reincarnated only for her to die before she had a chance to reunite with them, especially since that was the goal that set her on the path to her death. So there are many reasons why the MCU could bring Wanda Maximoff back and many ways the franchise could do so. However, The Witch’s Road in Agatha all the time proved not to be one of them.
