While most Pokemon in the Pokemon Anime are limited to saying their own names, and thus have a limited ability to communicate with humans, there are occasional pokemon that can speak as easily as any human can. This is a rare and noteworthy ability when it happens, and often plays heavily into the plot of whatever story they appear in.

Some Pokemon actually communicate with their voices, which is even rarer than telepathic communication. The Rotom decks are designed to talk

Lucario was resentful of Lord Aaron at first, feeling as if he had been abandoned, and this spread to his treatment of other humans. After learning the truth, however, Lucario opted to make the same sacrifice as his former master, Helping to stabilize the tree from the beginning and sparing ash, which would have been sacrificed trying the same thing.

One Zoroa spoke telepathically
First appearance: Pokemon–Zoroark: Lord of Illusions
Zorua and his mother, Zoroark, are captured by the villainous Grings Kodai at the beginning of the 13th movie, but Zorua manages to escape, eventually meeting Ash and his friends. It was able to communicate with them telepathically, which seems to be a unique trait to this particular Zora, as even his mother could not.. Ash and co.a helped Zorua find his mother, who was used to create the illusion ofthe legendary beasts against the city, drawing the ire of the real Raikou, Suicune and Entei.
After being reunited, Zoroark took a deadly Shadow Ball to protect Zorua. A celeb that Zoro befriended helped revive Zoroark, and the happy family was finally able to return to their home.

Jirachi used his psychic powers to communicate telepathically
First appearance: Pokemon: Jirachi: Wish Maker
Jirachi is a Pokemon that spends most of its time asleep, waking only for seven days when the Millennium Comet passes by. Jirachi used his powerful psychic abilities to communicate telepathicallyand quickly befriends Max, one of Ash’s companions. Jirachi has a very childlike personality, a stark contrast to the more mature personalities of most Legendary and Mythical Pokemon that can talk.
Max and Jirachi grew close over the course of the week they were awake, and when a villain tried to use Jirachi’s powers for evil, Ash, Max, and the rest helped to defeat them and allow Jirachi to return to Norma.L. Jirachi’s parting with Max was sad, but their friendship would last forever.

Slowing can speak directly
First appearance: Pokemon the Movie 2000: The Power of One
Slowking is the guardian of Shamuti Shrine in the second movie, where it was entrusted with knowledge of the three elemental orbs, which are said to have the power to quell the rampage of the legendary birds, Articuno, Zapdos, and Moltres. Despite being a Psychic type Pokemon, Slowking is able to speak human language directly with his voiceAnd thus gave the necessary information. First appearance: Pokemon Indigo League“The Ghost of Girl’s Top”
The first Ghost-type Pokemon to appear in the anime, this Ghostly has a variety of extraordinary abilities that no other Ghostly has demonstrated since. Mewtwo’s telepathy was exceptional
First appearance: Pokemon: The First Movie – Mewtwo Strikes Back
Mewtwo was a Pokemon that was genetically engineered to be the strongest Pokemon then known, With incredible psychic abilities, including the ability to communicate telepathically. Mewtwo felt it was being mistreated, however, leading to its escape, which resulted in the facility it was in exploding. Mewtwo would go on to create a plot to destroy the world using a storm centered on his island, intending to repopulate the world with clone Pokemon like himself. Meowth’s ability to speak has come in handy on many occasions, allowing him to translate from Pokemon language to human language. He is even occasionally possessed by certain Pokemon who use him as a mouthpiece, intending to finally get their message to humans. Because of this, Meowth is without a doubt the most important talking Pokemon in the Pokemon Anime.
