From East Blue where Luffy's journey began to Elbaf, their new destination, One pieceThe latest arc featured people from all over the world listening to Vegapunk's impromptu broadcast.
While many of these cameos were expected, a few left fans in awe, with some characters reappearing thousands of chapters later. That said, apart from arousing desire, these many cameos also helped to gain a greater significance for the revelations of Vegapunk's message, which affects the whole world. One piece and all who live in it.

Dragon, Ivankov, and Revolutionaries
Chapter #1109
Unsurprisingly, one group in particular that heeds the Vegapunk message is the Revolutionary Army. Chapter #1109 reveals Dragon, Ivankov, Sabo, Koala, Belo Betty, and Morley they all listened intently to Vegapunk's broadcast from Kamabakka Kingdom. Subsequent chapters have since confirmed that much of what Vegapunk revealed was new knowledge even to Dragon and the Revolutionaries.

Rebecca, Kyros, Leo, and Kabu (Tontatta dressed as a beetle) make a cameo in chapter #1109 just as the Vegapunk broadcast begins. In the group, Leo is seen asking Rebecca if Vegapunk is the man that Luffy kidnapped. Kyros is seen on the left looking at the Video Transponder Snail which has finally been set up, while Kabu is seen quietly hovering behind Leo.

Woop Slap, the mayor of Windmill Village, appears in chapter #1109 where he and other local residents are seen listening to a message from Vegapunk born outside the Partys Bar where Makino works, although the latter is invisible.
In the panel, Woop Slap and the villagers are seen discussing buying a Video Transponder Snail, since the village doesn't have one, but Woop Slap quickly shoots down the idea.

Although Iceberg appears more than once during the Vegapunk message, his first cameo occurs in chapter #1109 when a sleepy Iceberg is seen rubbing his eyes as he wakes up and asks his new secretary Alice to stop the Video Transponder Snail. The cameo reveals that the message begins at midnight in Water Seven, with most of the citizens still awake.

Another surprising cameo during the Vegapunk message is the Big News Morgans, Vivi, and Wapol, who appear in chapter #1109 at the World Economic Journal's headquarters. Chapter #1115 features Momonosuke and Kinemon, Shinoby and Otama meet near the Transponder Snail in the Flower Capital in Wano, and Kinemon is surprised that Momonosuke has heard of Joyboy before.

Tsuru and former Fleet Admiral Sengoku are seen aboard a warship in chapter #1116 and listen to Vegapunk's message. The way Sengoku reacts to the radio is the most interesting, as he seems to be sweating profusely while putting crackers on his face, so much so that Tsuru seems to be warning him about choking. It's possible that Sengoku knows more about the Void Century than he's letting on and thus understands the meaning of Vegapunk's message leaking this information to the world.
